Mayor's Committee Seeks Qualified New Candidates

Retired City Law Enforcement Officers Appointed as Marshals May Now Collect their Pensions

STEVEN M. COHEN, Chairman of the Mayor's Committee on City Marshals http://www.nyc.gov/html/mccm/html/home/home.shtml, announced a new recruitment drive for City Marshal applicants after enactment of a new State law that allows retired New York City Police Officers, Correction Officers, Deputy Sheriffs, and Fire Marshals to serve as City marshals while receiving their pensions.

Until Governor George Pataki signed the bill last week, a retired City law-enforcement officer who was appointed as a City Marshal had to forfeit his or her City pension. That rule resulted from a Court of Appeals decision some years ago interpreting several sections of City and State law that prevent City retirees from "double dipping" - simultaneously collecting a pension and a salary from the same public employer. The new law was supported by Mayor Bloomberg and the New York City Council.

Mr. Cohen said, "The work of a City Marshal is sensitive, sometimes dangerous, and is best carried out by men and women who are knowledgeable about the law, accustomed to following rules and able to remain calm in stressful situations. Retired City police officers, correction officers, deputy sheriffs, and fire marshals offer training, skills, and experience that appear well-suited to those requirements. The public was ill-served by the previous law, which, as a practical matter, removed from consideration a whole category of qualified applicants, including many minority candidates, with precisely the kinds of training, skills, judgment, and maturity needed in a City Marshal."

Mr. Cohen said the perverse effect of the previous restriction, rather than preventing inefficient "double dipping," was to prevent retired law enforcement officers from using the pensions they had earned to help them absorb the expenses of starting-up new businesses as City Marshals.

City Marshals are independent public officers that are appointed by the Mayor and are not salaried City employees, said Mr. Cohen. They receive no City funds and cost the taxpayers nothing. Instead, they earn fees,
set by State law, for enforcing the orders of the New York City Civil Court, including evictions, towing, seizures of utility meters, and money judgments. City Marshals must follow strict rules and keep detailed records prescribed by the Appellate Division of the New York State Supreme Court and the Department of Investigation.

Qualifications for appointment as a City Marshal include United States citizenship, New York City residence at the time of appointment, a minimum age of 18, high school graduation or its equivalent, submission of required background and financial information to DOI, satisfactory completion of an approved training program, and a demonstrated ability to obtain a required bond, which is currently $100,000. Candidates must undergo DOI background checks and be recommended for appointment by the Mayor's Committee on Marshals. Mr. Cohen said that the Committee provides equal opportunity to all qualified applicants. Applications can be found at www.nyc.gov/marshals.

There are currently 39 City Marshals who carry out thousands of court orders each year. They include four new Marshals who were appointed by Mayor Bloomberg in 2005 and 2006, based upon the Committee's recommendations.

Chief Financial Officer

Salary Range: $130,000-$152,000

Under the direction of the President, develops and directs financial operations and planning, including development, implementation, and control of the budget. CFO will provide for the financial integrity of the Corporation by insuring that maximum funds are available to meet needs through minimizing costs, and securing funds.  He/she will also provide flexibility in financial planning, maximizing revenue and reimbursement rates, and establishing effective controls over reimbursements and expenses.

 Major Duties:

1.)        Directs and monitors those activities involving the treasury, controllership, payroll operations, and the financial management functions of the Corporation.  This includes managing cash and other Corporate and budgetary controls, and directing financial planning and capital financing.

2.)        Develops, recommends, and directs the execution of plans and programs to meet the short-and –long term financial requirements of the Corporation on the most economical and practical basis consistent with sound financial practices.  Also, forecasts Corporate-wide revenue, cash receipts, expense and disbursements, and sees that adequate funds are maintained to meet current and future obligations.

 3.)        Advises the President and Board of Directors on annual program budget cycle, including the preparation of both operating and capital budgets, and on development and operation of an overall Corporation system of accounting and budgeting policies, procedures, programs, and practices as may be necessary to the effective operation for financial management and controllership.

4.)         Monitors the Corporation’s money flow and directs the investment of excess operating cash in the short-term money market.

5.)        Monitors capital assets and conducts necessary audits regarding such matters as emergency requisitions and shifts of program resources to insure these actions are in accordance with approved policies and procedures and in the best interest of the Corporation.

6.)         Works closely with other Officers of the Corporation in monitoring cost-effectiveness studies and determining the validity of financial and other statistical data.

7.)         Works closely with independent auditors engaged for the purpose of monitoring Corporation fiscal programs and results of operations; insures that all internal auditing activities are properly directed and that the Corporate books of legal requirements are safeguarded, that these books are properly kept, and that all financial statements issued for the Corporation are consistent with these books.

8.)        Insures that regular or special financial report to government agencies, to financial institutions, and to other agencies outside the Corporation are consistent with authorized policies and procedures governing such reports and that record copies of all such reports  are properly maintained.


Knowledge and Skills Required:

1.)        A Baccalaureate degree in Finance, Business Administration and/or other related fields.

2.)        Ten (10) years of progressively responsible experience in financial management with emphasis on financial systems, management information control, of which five (5) years shall have been on a highly responsible level in an administrative or management capacity, including liaison and inter-organizational relationships in the public and private sector. CPA would be preferred, but not required.

3.)         Knowledge of total accounting and budgeting, and familiarity with financial management programming.

4.)         A satisfactory equivalent combination of education, training, and experience.

5.)         Knowledge of the racing industry will be seen as a plus but is not required.
 



Department of Finance

Chief Information Officer

Salary Range: $75,000-$136,000

The Department of Finance is a 2,500-person agency responsible for the collection of New York City revenues, assessing City properties, maintaining the public record through the City Register and enforcing civil law through the Sheriff’s department. Finance is seeking a highly skilled and dedicated Chief Information Officer to be part of our executive cabinet. The CIO will be responsible for all aspects of the agency’s existing technology infrastructure and new technology development. Information technology staff at the department is currently divided into two groups: Information System Services (ISS) and Office of Technology Solutions (OTS). ISS is responsible for all applications in production and enhancements to those applications, data center operations and network and desktop operations. OTS operates as an “internal consultant” to the agency where it liaises with users to determine business needs and provides technology solutions. The CIO will define and implement the strategic vision and manage the interaction and integration of these two divisions comprising nearly 200 individuals.

Frequently, unforeseeable changes in policies and laws can create critical projects for the Department of Finance which require significant, time-sensitive technology enhancements. The CIO must be able to manage a dynamic work plan to account for these external driven projects while still maintaining the ongoing needs of the agency. The CIO must also be able to instill a customer-service-oriented environment where success factors are driven by the quality of the work product and satisfaction of the user community.
 



Office of the Chief Medical Examiner

Chief Information Officer

Salary Range: $100-125,000

The Office of the Chief Medical Examiner (OCME) seeks a Chief Information Officer to join the agency senior staff.

The Chief Information Officer would manage the Information Technology Department at the agency, which is responsible for (a) the development of an information technology strategy, including integration of that strategy with city and national systems; (b) the development and maintenance of enterprise information technology systems that serve as the backbone of the agency’s operation; (c) management of electronic and paper-based information storage and retrieval; (d) telecommunications including wireless systems; (e) audio-visual systems design and support; and (f) desktop computer support.  The office currently has 15 IT employees and a number of long-term consultants. One of the tasks of the Chief Information Officer will be to recruit a first-class staff to support his or her efforts.

This is an exciting time for the Office of the Chief Medical Examiner. Funding is in place to develop an entirely new laboratory information system and rebuild other enterprise systems. We are developing a state-of-the-art, $300 million forensic DNA laboratory. And, there is a strong commitment among the senior staff to match the agency’s leadership in medicine and science with equally superior work in information systems design and implementation.

Key qualifications for the position include (a) a history of successfully developing and implementing information technology systems, ideally in health care and/or public service organizations, and (b) a record of leveraging the benefits of information technology to drive enterprise-wide change and improvement.

The Office of the Chief Medical Examiner has a budget of $50 million and a staff of 600.  Its function is to investigate deaths of persons within New York City from criminal violence, by casualty or by suicide, when in a correctional facility or in any suspicious or unusual manner.  In addition, it provides support to family members in cases that it examines, provides for the proper disposition of unclaimed bodies and provides independent forensic analysis of crime scene biological evidence.
